I nominate Thomas Baker of Pennsylvania to be first Lieutenant—

Thomas Wilkey of Pennsylvania to be second Lieutenant

James McKnight of Pennsylvania to be Lieutenant of Marines, for the ship of War the Delaware.

Andrew Sterret of Maryland to be third Lieutenant of the Frigate Constellation; Simon Gross, having resigned
