From Alexander Hamilton to Charles Cotesworth Pinckney, 8 November 1799

To Charles Cotesworth Pinckney

New York, November 8, 1799. “I enclose to you a letter from Col. Lear1 on the subject of winter Quarters that you may take such measures as shall appear to you to be necessary in the case. I do not see that any thing better can be done than to send the tenth regiment to Carlisle where the barracks can easily be prepared for their reception. According to the orders that have been given to Col. Moore2 he is probably now at York Town tho’ it is possible he may have left that place for Harper’s ferry. It will be necessary to give notice to the Contractors in Pensylvania. They are Michael Gunkle and Henry Schriver.”

1Tobias Lear was George Washington’s secretary from 1785 to June, 1793, when he resigned. After traveling in Europe, Lear returned to the United States and became a business partner of Tristram Dalton and James Greenleaf in the Federal City. The business failed by 1801. In 1798 Lear became Washington’s military secretary, a position he held until Washington’s death in December, 1799.

2On October 6, 1799, in a letter listed in the appendix to Volume XXIII, H wrote to Lieutenant Colonel Thomas Lloyd Moore, commanding officer of the Tenth Regiment of Infantry, that Harpers Ferry had been chosen as the site for winter quarters for the Eighth, Ninth, and Tenth Regiments and added: “You will accordingly cause … your Regiment … to march without delay to York Town in Pensylvania there to receive further orders.…” Moore wrote to H on October 28, 1799 that he would reach York on November 1, and on October 31, 1799, H ordered Moore to proceed to Harpers Ferry (both letters listed in the appendix to Volume XXIII).
