It is time to consider whether it will be prudent for Congress to meet in Phyladelphia; and also what Communications and Recommendations will be necessary in the Address to both Houses. I request you to turn your Thoughts upon these Subjects and write me your opinions as early as may be. I have the Honor to be, Sir / your most obedient
