1. GW is discussing the preparation of his annual address to the Senate and House of Representatives, which was delivered on 3 December. For the proclamation, see Neutrality Proclamation, 22 April; for the rules, see Cabinet Opinion on the Rules of Neutrality, 3 August.
2. Jefferson replied on this date, “Th: Jefferson with his respects to the President has the honor to inclose him three copies of the Proclamation & of the Rules.
