[To the Speaker of the House of Representatives]
The Secretary of the Treasury to whom was referred by an Order of the House of Representatives of the 2nd July 1790 the Petition of Jabez Champlin of Rhode Island,3 thereupon respectfully Reports—
That the Claim of the petitioner, being for a Certain balance remaining due to him from the United States on a draft of the late Qr Mr General upon the receiver of Continental Taxes for the State of Rhode Island,4 admits of an Adjustment at the Treasury, and is understood to be in a train of Settlement.

3. On July 2, 1790, “A petition of Jabez Champlain, of Newport, in the State of Rhode Island, was presented to the House and read, praying the liquidation and settlement of a claim against the United States.
“Ordered, That the said petition be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.” (, I, 255.)
4. Timothy Pickering’s draft on George Olney is dated April 18, 1785. On June 23, 1790, Joseph Nourse, register of the Treasury, certified that $73 ⁵⁸⁄₉₀ths was owed to Champlin by the United States. On April 3, 1794, Francis Malbone, attorney for Champlin, was paid (D, RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 5251, National Archives).
