Report on the Petition of Frederick W. Starrman
and Others1

[To the Speaker of the House of Representatives]

The Secretary of the Treasury, to whom was referred by an order of the House of Representatives of the 18th of February 1791, the Petition of Frederick W. Starman and others,3 thereupon makes the following Report—

That the difficulty respecting the transfer of certain Certificates, as represented by the said petition, has been surmounted by a Treasury regulation, whereby the relief sought has been fully obtained by the Petitioners.

1. This report was one of twenty-nine reports on petitions enclosed in H to Frederick A. C. Muhlenberg, February 27, 1794.

2. Journal of the House description begins Journal of the House of Representatives of the United States (Washington, 1826), I, II. description ends , II, 77–78.

3. On February 19, 1791, the House received “A petition of Frederick W. Starman, and sundry other persons, holding certificates of the registered debt of the United States, which have not been duly transferred to them agreeable to the regulations of the Treasury, praying to be permitted to deliver in the said certificates, and to receive others in their own names for the amount thereof.

“Ordered, That the said … [petition] be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.” (Journal of the House description begins Journal of the House of Representatives of the United States (Washington, 1826), I, II. description ends , I, 383.)
