I enclose a copy of a letter written by me to Cap Tingey on the 21st ins—and a letter from him in reply thereto—which I have the honor respectfully to submit.

RC (DLC); in a clerk’s hand, signed by Smith; at foot of text: “President of the United States”; endorsed by TJ as received from the Navy Department on 24 Jan. and “Tingey. naval magazines” and so recorded in SJL. FC (Lb in DNA: RG 45, LSP); dated 24 Jan. Enclosures: Smith to Thomas Tingey, 21 Jan. 1803, informing Tingey that it is “the determination of the President” that all navy vessels to be laid up in ordinary shall be brought to the Washington Navy Yard, and that all vessels now in service shall return there and be fitted out there as well; Smith instructs Tingey to state the number of warehouses and other improvements he deems necessary at the navy yard, and their probable expense, “having in view the perfect security and entire preservation of the public property of every description now in your care, and that may hereafter be committed to your care, under this arrangement” (DNA: RG 45, MLS).
