Philadelphia, April 24, 1794. “Concurring, as I do, with you, that the treaty between the United States and Sweden,1 exempts the Vessels of the latter from the operation of the embargo, I beg leave to suggest to you, whether it may not be expedient to give instructions to the several Collectors accordingly.”2
