The Secretary of state has the honor of submitting to the President the inclosed rough draft of a letter to Mr G. Morris, for the present only.1

1. The enclosure was Randolph’s letter of recall to Gouverneur Morris, U.S. minister to France, of this date. Neither the enclosed draft nor any final version has been identified.
