E. Randolph has the honor of informing the President, that Dr Way’s presence may be dispensed with at the mint for the few days, which he speaks of.
E. Randolph has found a press-copy of the rules, which were fixed in August 1793, subscribed by all the four gentlemen.1

1. Randolph most likely referred to the rules adopted by GW on 4 Aug. 1793 to clarify the U.S. policy of neutrality. Letterpress copies appear in both DLC:GW and DLC: Jefferson Papers. Versions also were printed in various newspapers, including The Federal Gazette and Philadelphia Daily Advertiser, 14 Aug. 1793.
