Dr Sir

My last No. 30 was of the twentieth of May. I had the Honor to transmit therein Copies of my last Correspondence with the Minister of foreign Affairs. Herein I have the Pleasure to send a Copy of his Letter to me of the twenty sixth, covering Copy of the Decree of the twenty third.

I shall not say any Thing at present upon the State of public Affairs, but refer to what I have formerly said and the Developements contain’d in the Gazettes. With sincere Esteem & Respect I have the Honor to be Dr Sir your obedient Servant

Enclosures: (1) Lebrun to Morris, 26 May 1793, stating that the enclosed decree of the National Convention demonstrated anew the friendship of the French people for the United States. (2) Decree of the National Convention, 23 May 1793, providing, in conformity with Article 16 of the 1778 treaty of commerce between France and the United States, that American ships were not comprehended in the Convention’s decree of 9 May 1793 (Trs in DNA: RG 59, DD, in French; Trs in DNA: RG 46, Senate Records, 3d Cong., 1st sess., in French with English translations in the hand of George Taylor, Jr.; PrCs in DNA: RG 59, MD; Trs in Lb in same, DD, in French and English).

TJ submitted this letter to the President on 5 Sep. 1793 and received it back the same day (Washington, Journal description begins Dorothy Twohig, ed., The Journal of the Proceedings of the President, 1793–1797, Charlottesville, 1981 description ends , 238).
