3 March 1813, Department of State. “The Secretary of State to whom was referred the Resolution of the House of Representatives of 1st. Instant, has the honor to submit to the President the enclosed papers marked A & B.”1

1The House resolution of 1 Mar. 1813, introduced by Charles Goldsborough of Maryland, requested that JM lay before the House the French decree “purporting to be a repeal of the Berlin decrees, referred to in his Message of the 4th of November last; together with such information as he may possess concerning the time and manner of promulgating the same;” as well as any additional material on U.S. relations with France that he thought appropriate to transmit. The wording of this resolution was nearly identical to that of the Senate resolution of 18 Jan. 1813, and Monroe submitted with this letter the same documents he had provided on 25 Jan. 1813 in response to the Senate’s request (Annals of Congress description begins Debates and Proceedings in the Congress of the United States … (42 vols.; Washington, 1834–56). description ends , 12th Cong., 2d sess., 1151; PJM-PS description begins Robert A.
