Boston, March 18, 1791. Describes case of a schooner from Nova Scotia, which was seized because it was under thirty tons.1 Tells of vessel from the West Indies whose captain attempted to smuggle six barrels of sugar and one barrel of coffee. Encloses petition from Christopher Saddler which “by some accident has been delayed it should have been forwarded to you some months since.”

1. Section 70 of “An Act to provide more effectually for the collection of the duties imposed by law on goods, wares and merchandise imported into the United States, and on the tonnage of ships or vessels” provided that no foreign goods subject to duty could be imported from a foreign port in vessels of less than thirty tons ( 177 [August 4, 1790]).
