Philadelphia, May 29, 1791. Encloses a proposal for a mint which had been sent to President Washington by John H. Mitchell.1

1Mitchell’s interest in a mint was of some standing, for an entry in the Journal of the House for April 7, 1790, reads: “A Member from South Carolina presented to the House a letter addressed to him from John H. Mitchel, of the said State, reciting certain proposals of Matthew Boulton, of the kingdom of Great Britain, for supplying the United States with copper coinage to any amount that Government shall think fit to contract with him for, upon the terms therein mentioned” (Journal of the House, I description begins Journal of the House of Representatives of the United States (Washington, 1826). description ends , 190).
