John Hills (died c.1819), who claimed to have been educated in the theory of engineering at the Royal Academy at Woolwich, England (Hills to John Jay, 14 April 1798, DLC: Alexander Hamilton Papers), served in the British army during the Revolutionary War, ranking at war’s end as a lieutenant in the 23d Regiment of Foot. Hills, however, mainly acted with the engineering department, producing a number of maps, most notably of New Jersey. After the war, Hills established himself as a surveyor and draftsman at Philadelphia, in which capacities Knox employed Hills both for himself and for the War Department. In 1798 Hills was employed by the War Department to draw up plans for fortifying the harbor at New York. Hills also was noted for his 1796-97 Plan of the City of Philadelphia and Its Environs.
