From Thomas Jefferson to George Washington, 19 November 1792

To George Washington

Nov. 19. 1792.

Th: Jefferson has the honor to inclose to the President the form of nomination for Mr. Joy. He has not entered into explanations of the reasons for making the appointment, as these explanations to the Senate have not been accustomary and nothing seems to call for it in the present case. He has retained and filed the letters of recommendation.

Enclosure: Form of Nomination for Benjamin Joy, 19 Nov. 1792: “The President of the U.S. nominates Benjamin Joy of Massachusetts to be Consul for the U.S. of America at Calcutta and other ports and places on the coast of India in Asia” (MS in DNA: RG 59, MLR, entirely in TJ’s hand; PrC in DLC).

Washington incorporated the enclosed message into a longer communication to the Senate submitting six other nominees for confirmation (JEP description begins Journal of the Executive Proceedings of the Senate of the United States … to the Termination of the Nineteenth Congress, Washington, D.C., 1828 description ends , i, 125–6).
