Th: Jefferson has the honor to inclose to the President the form of nomination for Mr. Joy. He has not entered into explanations of the reasons for making the appointment, as these explanations to the Senate have not been accustomary and nothing seems to call for it in the present case. He has retained and filed the letters of recommendation.
