to be allowed 38.05 D per month for months, his passage there & back, also his passage1 from the seaport to Paris with the stock, as would have been paid to a special person by our Consul who should have employed one to carry it on.
if taken & carried to England, such extra expence to be allowed him as would have been allowed to the Lieutt. destined for that service in the same case.

to be allowed: TJ drew his calculation for the payment his secretary would receive from an undated note by Robert Smith. Before Harvie took the job, the administration had planned for a naval officer to deliver to France two-thirds of the stock certificates allocated for the purchase of Louisiana and apparently determined that half pay and rations would serve as salary for the job. According to Smith’s figures, half pay and rations for a lieutenant would total $38.05 (same).
