William Few2 of New York to be Commissioner of loans for New York

Daniel Humphreys of New Hampshire to be Atty. for the US. in the district of New Ha⟨mpshire.⟩

Thomas Rutter of Maryland to be Marshal for the district of Maryland.

Joshua Prentiss3 of Massachusets to be Surveyor of the  4 of Marblehead and Inspector of the revenue for the port of Marblehead.

William G. Garland of Louisiana to be Naval officer for the port of New Orleans.

Robert Carter Nicholas of Kentucky to be surveyor of the port of N. Orlea⟨ns⟩ and Inspector of the revenue for the same.

1. Thomson Joseph Skinner (1752–1809) served as a U.S. congressman from Massachusetts (1797–99 and 1803–4) before resigning in August 1804. Though his appointment as commissioner of loans for Massachusetts was approved by the Senate in November 1804, Jefferson appointed him marshal for the district of Massachusetts to take office 22 Dec. 1804 (PJM description begins William T. Hutchinson et al., eds., The Papers of James Madison (1st ser., vols. 1–10, Chicago, 1962–77, vols. 11–17, Charlottesville, Va., 1977–91). description ends , 16:464 n. 2; Senate Exec. 2. The recess appointment of William Few (1748–1828), a former U.S. senator from Georgia and Albert Gallatin’s brother-in-law, was approved by the Senate on 20 Nov. 1804 (PJM-PS description begins Robert A. Rutland et al., eds., The Papers of James Madison: Presidential Series (5 vols. to date; Charlottesville, Va., 1984–). description ends , 2:527 n. 2; Senate Exec. 3. Joshua Prentiss, a state legislator from Marblehead, had been recommended as “a consistent firm and decisive republican: of promptitude & intelligence in business; & of strict & unimpeachable integrity” (Elisha Story and others to Jacob Crowninshield, 23 Apr. 1804, DNA: RG 59, LAR, 1801–9).
