Dr Sir

Yesterday I recd. and answd. yours of the 19 Instant.1 I have found a Copy of the Instructions, made by Wm. T. Franklin who was our Secy2 They contain the following, verbatim—vizt.

“You are to make the most candid and confidential Communications upon all Subjects to the Ministers of our generous ally the King of France, to undertake nothing in the Negociations for peace or Truce without their Knowledge and Concurrence, and ultimately to govern yourselves by their advice and opinion.”3

I have not yet found the Letter— Yours
