[Philadelphia, January 28, 1779.] Outlines duties, powers, regulations, and structure of department of inspector general.

JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937). description ends , XIII, 196–200. In JCHW description begins John C. Hamilton, ed., The Works of Alexander Hamilton (New York, 1851). description ends , II, 168, it is stated that the draft of this document was written by H. This draft has not been found in either the Hamilton Papers, Library of Congress, or in the Papers of the Continental Congress, National Archives.

1On December 24, 1778, a Committee of Conference was appointed by Congress “to confer with him [Washington] on the operations of the next campaign” (JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937). description ends , XII, 1250). This committee consisted of James Duane, Jesse Root, Meriwether Smith, Gouverneur Morris, and Henry Laurens.

The above plan was the result of a conference between this committee and Washington. The committee agreed to the plan on January 28, 1779. On February 18, 1779, it was passed in Congress. Although the draft may have been in H’s writing, this is a Washington document and therefore has been calendared rather than printed.
