I have the honor to propose for your approbation John F. Heilaman of the State of Vermont and William C. Smith of Pennsylvania to be Surgeon’s Mates in the Army.

On the same date as the letter printed above, Dearborn informed John F. HEILAMAN and William C. SMITH that the president had appointed them surgeon’s mates in the army. The Senate approved the appointments in January and March 1803, respectively (FC in Lb in DNA: RG 107, LSMA; JEP description begins Journal of the Executive Proceedings of the Senate of the United States . . . to the Termination of the Nineteenth Congress, Washington, D.C., 1828, 3 vols. description ends , 1:434, 440, 441, 446).
