I have the honor to propose Doctor Oliver H Spencer for your approbation as Surgeon in the Army of the United States

Accept Sir the Assurances of my high respect and Consideration

After receiving his commission, Oliver Hatfield Spencer served as an army surgeon until 20 June 1814 (Heitman, Dictionary description begins Francis B. Heitman, comp., Historical Register and Dictionary of the United States Army, Washington, D.C., 1903, 2 vols. description ends , 911).
