I herewith enclose a rough draught of a report on Indian affairs. will you please to make such amendments and alterations as it may require, and a form for the heading or preamble.

RC (DLC); at head of text: “To the President of the United States”; endorsed by TJ as received from the War Department on 14 Jan. and “Indian affairs” and so recorded in SJL. Enclosure: Dft, not found, of the enclosure to TJ to the Senate and the House of Representatives, 18 Jan. (second message).

Perhaps in preparation of the report submitted to Congress on 18 Jan., Dearborn gave TJ a “List of Factories or Trading Houses established with the Indian Nations.” Dearborn listed Detroit, Fort Wayne, Chickasaw Bluffs, the Choctaw nation, the Tennessee frontier, and the Georgia frontier as locations of the trading houses (MS in DLC: TJ Papers, 128:22215; entirely in Dearborn’s hand; at head of text: “for the President of the U.S.”).
