Sir,
I have the honor to enclose to you first draughts of several documents, agreably to the Note at the foot of this letter, containing a part of the information relative to the Revenue on distilled Spirits1 indicated by your verbal communication of the 26th inst. Others are in preparation and will be sent when finished. It is supposed that an early view of these documents may be useful in the general preparation, which occasions their present transmission. Should any or all of these papers be necessary for transmission to the legislature they shall be fairly copied, and officially signed.

1. A note at the bottom of Coxe’s letter describes the enclosures as follows:
“A. General account of Bonds taken to secure the Duties on Spirits distilled in the United States whereon the Duty is payable by the gallon, commencing on the first day of July 1791 and ending on the 30th day Septemr. 1792. beyond which period no quarterly returns of Bonds have been received.
“B. General abstract of Duties arising on Stills in places other than Cities, Towns and Villages employed in distilling Spirits from domestic materials, commencing on the 1st day of July 1791 and ending on the 30th of June 1792, beyond which no half yearly abstracts have been received.
“C. Schedule of Monies paid by the several Supervisors into the Treasury of the United States from 1st July 1791 to the 31st day of December 1792.”
The materials that Coxe enclosed were to be used by H for his “Report on the Balance of All Unapplied Revenues at the End of the Year 1792 and on All Unapplied Monies Which May Have Been Obtained by the Several Loans Authorized by Law,” February 4, 1793.
