New York, 19 Apr. 1790. Requests TJ to deliver officially to the President the enclosed memorial and to acquaint him with Bourne’s qualifications for a diplomatic or consular appointment. His concern for the public good forbids him to solicit a particular post, but if he is appointed he will endeavor to merit the public’s confidence.

Enclosure: Bourne to George Washington, New York, 19 Apr. 1790, requesting an appointment “in the Diplomatic or Consular System” and advising that the Secretary of State would “impart every official Communication relative to the subject of this Memorial” that his friends have induced him to present (RC in same).

The following letters also pertain to applications and recommendations for diplomatic or consular offices: (1) John M. Pintard to TJ, Madeira, 23 Jan. 1791, applying for consular appointment at Lisbon for himself or his partner Samuel Weston, a naturalized citizen of Massachusetts (RC in DLC: Washington Papers, Applications for Office; endorsed by TJ as received 7 Mch. 1791 and so recorded in SJL). (2) Nathaniel Appleton to TJ, Boston, 22 Sep. 1791, recommending his son Thomas, now on business in Paris, as consul at Lisbon (RC in same; at foot of text: “Honorable Thomas Jefferson Esqr Secretary of State”; endorsed by TJ as received 22 Oct. 1791 and so recorded in SJL). (3) Pierce Butler to TJ, “Ship Dellaware,” 27 Mch. 1792, asking whether Major Franks, whose situation was far from satisfactory, could be placed on a better footing, with a postscript asking TJ at his leisure to “think of the Bristol Consul” (RC in DLC; endorsed by TJ as received 28 Mch. 1792 and so recorded in SJL). (4) Frederick Folger to TJ, Baltimore, 8 May 1792, applying for consular appointment to the Barbary States (RC in DLC: Washington Papers, Applications for Office; above salutation: “His Excellency Thomas Jefferson Esqr.”; endorsed by TJ as received 2 June 1792 and so recorded in SJL). (5) Samuel Sterett to TJ, Baltimore, 31 May 1792, enclosing and endorsing No. 4 (RC in same; addressed: “The Honble Tho. Jefferson Secretary of State Philada.”; endorsed by TJ as received 2 June 1792 and so recorded in SJL). (6) Bourne to TJ, Philadelphia, 9 Jan. 1793, noting that the consular appointment at Cadiz they had discussed was impracticable under the existing consular law and asking TJ to consider him for another appointment (RC in same; at foot of text: “The Secretary of State”; endorsed by TJ as received 9 Jan. 1793 and so recorded in SJL). (7) Thomas FitzSimons to TJ, Philadelphia, 6 Dec. 1793, recommending Michael M. O’Brien as consul in Guadeloupe (RC in same; at foot of text: “Thomas Jefferson Esqr”; endorsed by TJ as received 6 Dec. 1793 and so recorded in SJL).
