The State of Maryland having given Mr Robert Mundell—Doctor Gustavus Brown—Mr Archibald Hado[w] and Mr John Hugh permission to go into New York for the purpose of obtaining a passage to Great Britain—and recommended them to His Excellency, the Commander in Chief, that they might obtain a flag for going into New York—I am to acquaint You that it is the General’s desire that You furnish those Gentlemen with one.
