The bearer Ensn & Q. Master Jehosaphatt Starr of Col. Saml B. Webbs Regt, having requested a Recommendation for a Discharge, & Produced to me, a Certificate from the Auditors, & the P. Master of the Regt, that they had no Accounts against sd Starr, and as I have examind sd Q. Master Starrs Books and have reason to believe they have been kept Correct & that he hath very exactly Accounted for those Publick Articles drawn for the Regiment, do recommend the sd Starr for a Discharge from the Army. I am with the Greatest Respect Your Excellency’s most Obedt & very Humble Servant,
