From George Washington to Oliver Wolcott, Jr., 13 June 1796

Pay to Timothy Pickering, Secretary of State, Five thousand dollars, to be applied by him pursuant to the act of Congress, entitled "an act for the relief & protection of American seamen", to the payment of the compensation of the Agents therein mentioned for their services & the incidental expenses attending the performance of the duties imposed on them by that act.
