Th: Jefferson presents his respects to the President and submits to his approbation an addition to the letter to messrs Carmichael & Short. the circumstances & prospects under which the guarantee of Louisiana had been suggested are so changed, as in his opinion to render it better to retract that suggestion, and to forbid the guarantee.2
