House of Representatives April 1st. 1816.


I beg leave to recommend Col. Samuel Hawkins for the office of Commissioner under the "Act to authorize the payment for property lost captured or destroyed by the enemy while in the Military Service of the United States & for other purposes" With Col. Hawkins I have been well acquainted. His standing at the bar of the State of New York as a counsellor at Law is of itself a strong evidence of his legal ability His Talents & integrity are unquestioned. I have no hesitation in entertaining the opinion that the duties of the office should he be appointed will be attended to with the greatest promptness, ability, & integrity. I am Sir your Obedt. & humble Servant
