Th: Jefferson has the honor to inclose to the President a Note to Mr. Coxe and a letter which is the subject of it. When perused he will ask the favor of the President to stick a wafer into the cover and forward it by post. Mr. Coxe’s note to Th:J. is put into a separate packet among papers to be returned to Th:J.
