Lancaster, 9 Apr. 1781. Attests the “unexceptionable character” of William Chowning, the person mentioned in the enclosed application for exemption from paying the specific tax. TJ’s decision is requested by the bearer, Job Carter.

RC (Vi); 2 p.; addressed and endorsed. Enclosure (Vi): Certificate signed by Henry Towles and dated Lancaster, 8 Apr. 1781, stating that “William Chowning this Day made Oath before me that on the night of the 3d of February he was plundered by the Enemy of part of his Property.”
