Copies of two Acts of Congress of the 14th Inst. are herewith enclosed. One recommending to the States to exempt Drivers of Waggons from Militia duties while in Service. The other for ascertaining their wages.

I have the honor to be with great Respect Your Excellency’s Most obedt. Servant.

FC (DLC: PCC, No. 14) of a circular to several governors from the President of Congress. A copy, signed by Charles Thomson, of the first resolution enclosed is in Vi, with TJ’s endorsement of date on verso. Both resolutions are printed in JCC description begins Worthington C. Ford and others, eds., Journals of the Continental Congress, 1774–1789, Washington, D.C., 1904–37, 34 vols. description ends , xiv, 726–7.
