From Thomas Parker

Winchester [Virginia] October 10, 1799. States that with the help of Tobias Lear he has selected ground for winter quarters for the Eighth, Ninth, and Tenth Regiments.1 Adds that he “made this arrangement on a Supposition that the Troops are to Encamp in the same manner as During the Revolution war. If I am not Correct in my Ideas of the Business be pleased to Inform me.… as there is a Scarcity of materials for Huting; that no time may be lost I have with the advice of Mr Lear employed Mr Mackee …2 Immediately to procure the necessary articles for Building. I think It absolutely necessary that money shoud be placed in his3 or some other agents hands.…” Encloses duplicate of a letter from George Washington.4

1On December 11, 1799, Thomas Wilson received $2,148.66 “for 196 acres and 18 perches land for the accommodation of the 8th and 9th regiments, situated near Harper’s ferry in Virginia” (A Statement of Expenditures description begins Message from the President of the United States, Accompanying A Statement of Expenditures from the 1st of January, 1797, by the Quarter Master General, and the Navy Agents, for the Contingencies of the Naval and Military Establishments, and the Navy Contracts for Timber and Stores.… (Washington City: Printed by William Duane and Son, 1803). description ends , 252).
