Mr. Bingham of Martinico inclosed me the letter that accompanys this, which I received this post.7 As I presume he gives you the necessary information of his department, it is needless for me to trouble you with the copy of his letter to me. I have therfore only to add that I am with respect Honorable Gentlemen Your assurd humble Servant

7. Bingham’s last three letters to the commissioners are those of March 5, May 29 and June 16 (XXVI, 49–51, 538–9, 627). Lacking his cover letter to Moylan we cannot be sure which letter Moylan was forwarding.
