The Gentleman, by whom this will be delivered to you, is Elnathan Haskall Esqr. He served with great reputation in the Army of the United States as a Major in the Massa. Line; and is now the Commissioner of Congress to settle Accts. between those states, and this Commonwealth.

He tells me, it is his intention to visit England France & Holland; and that he proposes to proceed in the first Packet from New York.

As Major Haskall is a very worthy character, it is with pleasure I take this opportunity of at his request, of introducing him to you: And he authorizes me to assure you, he shall be very happy in being the Bearer of Letters from you to any of your friends in the places, to which he is going.
