Office for foreign Affairs 20th. Feby. 1788
The Secretarye for Foreign Affairs previous to his leaving Town, directed me in Case he should not return before the sailing of the Packet, to transmit to you a Triplicate of the Ratification of your last Loan, and to acknowledge the Receipt of your Letters of 9th. & 25th. October and 15th. November last, which I have now, Sir, the Honor to do. They were communicated to Congress immediately after they met, and are still before them.
Mr. Kissam the Bearer of this will deliver a Packet of Newspapers, and also Mr. Jay’s Letter to you of the 14th Instant.—
