While I do myself the honour of expressing my obligations to your Lordship for your early attention to former aplications for the Liberty of American seamen I am sorry to be obliged to trouble your Lordship with a second, in favor of Grainger, who as your Lordship will see by Capt. Folgers Letter, inclosed, is sent down to the guardship at the more, & by his own Letter brought in to me since the above was written—
