Grovenor Square October. 16th: 1787

Mr. Adams

According to directions Received from Cornol. Smith, I proceeded to Lord Carmarthan’s Office deliver’d the Letter Informing I was the person Agreved, desireing an Answer, after waiting two hours the messenger return’d informing me the Council of State was then setting, the Message Could not be attended to, & five said it was not a matter to be determin’d there, they should send the papers foward to the Admiralty where we must apply for an Answer, as I could not Attend the Buisiness any further to wait their movements, I must once more beg your Excellencys Assistance in the matter as I am unacquainted with such Buisiness I am with Respect yours
