Colonel Smith is bound on a Journey to Lisbon by Land—and wishes to have a Letter of Credit on Paris, Madrid and Lisbon, that he may not be obliged to carry with him much Money on the Road.

will you be so good as to give him such Letters of Credit not exceeding in the whole five hundred Pounds, including what he may receive of you towards his Expenses to Paris, as Coll. Smith is ordered on this service by Congress you will charge the Money he may receive to Messrs: Willink & VanStaphorsts to be by them charged to the United states as Colonel Smiths Expences to the Court of Portugal
