I received the inclosed Letter for you under cover from the Ct. D Espilly now performing quarantine at Alicante which circumstance may probably have retarded its reaching me sooner. The Person abovementioned is accused of Misconduct & even of having attempted to embezzle a part of the presents & Cash entrusted to him by this court for the Dey & his Ministers and for the redemption of the Spanish Captives. He will probably come hither shortly & we shall then know what he has to Alledge for his justification. Mr Barclay now at Barcelona will soon return to France as there is little probability of his meeting with Mr Lamb who writes me from Minorca that he means shortly to return to New York. It appears that the negotiation for the Treaty of Commerce between this court & that of London is to be carried on here. The British Minister merits this additional proof of confidence & if any person can hope to succeed in so complicated a business I think he may.
