John E. Howard to George Washington

Annapolis, Md., 5 Nov. 1790. Agreeably to the Act of Assembly for regulating elections, he encloses a certificate of the late election of representatives for the state.

RC (DNA: RG 59, MLR); endorsed at foot of text in TJ’s hand: “The above certificate was delivered to Mr. Beckley, clerk of the house of representatives by Th: Jefferson.” Washington acknowledged Howard’s letter and said he had caused the certificate “to be delivered to Mr. Beckley Clerk of the House of Representatives” (Washington to Howard, 21 Dec. 1790; DNA: RG 59, MLR).
