By the Presidents’ command T. Lear has the honor to return to the Secretary of the Treasury, the authenticated copy of the Contract for the last Loan made in Holland, which has been submitted to the president;2 & to inform the Secretary, that as soon as he shall have prepared the form of the ratification, the President will execute it.
